While most local elections run smoothly during a transition of power, it seems yet Hialeah’s is starting off on a rough note. Interim Hialeah Mayor Jacqueline Garcia-Roves has told city employees that they must not speak directly to Mayor-elect Bryan Calvo without her written approval.

According to her email to department heads, fire, and police command and administrative staff, she is insisting that all meetings or information requests go through her office. Local news reports say that she warned any violation of this policy would be considered a breach of administrative procedure.

Garcia-Roves defends the move as a way to keep things organized through the transition period. She argues that routing all communication through her office will ensure nothing gets lost and that she will know exactly who is meeting with whom and what information Calvo’s team is receiving. But Calvo strongly disagrees. He says he needs data on city employees their salaries and the structure of the administration now in order to form his incoming government.

The swearing in for Calvo is set for January 12, 2026 making this a critical few weeks. The conflict has raised questions in the community about how smoothly the city will transition into a new administration. Only time will tell.
